How can a person collaborate with a coworker who chronically misses deadlines?

Tom works with Barry on a functional team that is looking for ways to increase quality control standards within their company.

Barry processes important statistical data that the team needs to make recommendations. Tom prepares periodic reports using Barry's data. Unfortunately, Barry has been late getting the information to Tom, delaying Tom's reports.

Tom has mentioned this to Barry, but Barry is still routinely late.

 

Tom is hesitant to go to the team leader, who isn't Barry's boss. The leader shows Q2 apathy about team issues. Plus, the company culture makes it clear it wants people to solve their own problems.

Tom isn't sure how to handle this. He has no power over Barry, and it doesn't appear that the team leader will step in. Tom feels resentful that Barry has a problem that is harming his own performance.
